That’s because NASA developed this type of thermometer using infrared astronomy technology. It was used to measure the amount of energy emitted by the ear drum.
What’s the Temperature on Mars? Before measuring the body temperature of people on Earth, the infrared astronomy technology was measuring the temperatures of the other planets in our solar system. All what it had to do was read the infrared radiation that was emitting from them.
